This webhook is invoked when user is not active on the claims portal for 24 hours. Definitions of the three inactivity situations are:
Insurance status screen - Third party is insured and provides the insurers name and drops off in the claim lodged yes/no screen
Insurance status screen - Third party is not insured and then drops off on the next page
Claim lodged yes/no screen - Third party states their insurance status as insured, claim has not been lodged and drops off in the third party next actions screen
